CJSC Oskoltelecom was founded and registered on December 08, 1992 in Stary Oskol, Belgorod Region. The creation of a joint-stock company was facilitated by the situation in the city that developed at that time (1991-1992), when, on the one hand, active construction and commissioning of housing, social and cultural facilities continued, and on the other, there was no technical possibility for installing telephones for commissioned facilities, since the free (mounted) numbering capacity at the operating automatic telephone exchanges of the city was exhausted. Only the rapid construction of new telephone exchanges in the city could change the situation, but the necessary funds for the implementation of this project were not available. With the creation of Oskoltelecom, two automatic telephone exchanges (with linear facilities) were built in a short time: ATS-25 in microdistrict. Embankment, 11, installed capacity - 10,000 tel. rooms, (commissioned in December 1993) and ATS - 33 in microdistrict. Solnechny, "Communication House" also for 10,000 telephones. rooms, (commissioned in 1994), which contributed to the resolution of the citywide problem in a short time. The issues of financing the communication facilities under construction were resolved by the Company with the involvement of funds from industrial enterprises and the city's population under guarantees of telephone installations within the time period agreed with the creditors.
